Ferguson-Florissant has been a phone-free space during the school day for middle and high school students since the 2023-24 school year.

The Missouri legislature passed a law (Senate Bill 68) requiring all Missouri school districts to implement a policy that would limit students’ use of personal devices during the school day. The Governor signed the bill into law in July.

For the 2025-26 school year, all Ferguson-Florissant schools will be cell phone and device-free during the school day for students. This includes personal devices such as smartwatches, wireless headphones, earbuds, iPads, etc. In line with Missouri state law, students must keep them off and put away during the school day, including during class, lunch, recess, and passing time.

Information to Know

Is this just for cell phones?

The law and policy include personal devices such as smartwatches, wireless earbuds and headphones, tablets, iPads, and laptops. These items can not be out or on display during the school day.  

Can my student have access to their device while traveling to and from school?

Students are allowed to bring their personal devices to school. When the school day begins, their personal device should be turned off completely and stored away, including during class, lunch, recess, and passing time.

What if there is an emergency and I need to reach my student?

We understand that emergencies will occur. Parents may contact the main office to speak with their child if the need arises. Students can communicate with one another using their Chromebooks as well. During a schoolwide emergency, teachers and staff may allow students to use personal technology devices.

What if a student refuses to keep their electronic device put away?

Students who do not comply with the policy will face disciplinary actions as outlined in the Student Expectation Code, which can include confiscation of the device.

Are there any exceptions?

There are exceptions to the cell phone policy. Students may use their cell phones or personal devices if:

• There is an emergency at school. Emergencies are defined as serious, unexpected, and dangerous situations that require immediate action and attention.

• Health-related purposes, such as monitoring a medical device as part of a student’s IEP.

• A specific educational purpose as approved or directed by teachers or staff.
