Board Policy Update Regarding Public Comments
The Ferguson-Florissant Board of Education welcomes comments from the community. A period for public comment is set aside at each regular Board of Education meeting. Please see the following policy updates( Policy BDDH-1: Public Participation at Board Meetings) regarding public comments:
Public Comment
The board encourages residents to utilize the process for placing items on the agenda, but will also specifically designate time for district residents to provide public comments at regular board meetings. The following rules will apply to the public comment portion of the meeting:
- The total time allocated for in-person public comments shall not exceed 30 minutes.
- No individual will be permitted to speak more than once during this period.
- The board will establish a uniform time limit for each speaker.
- Discussion will be limited to items from the posted agenda.
- All speakers must provide their name and address prior to speaking.
- If there is insufficient time for everyone to speak, the board will encourage participants to submit their questions in writing or utilize the process for putting an item on the agenda.
- Each speaker shall provide their full name and address prior to speaking.
- No individual shall be permitted to speak more than once during the public comment period.
- If time constraints prevent all individuals from speaking, the Board shall encourage written submissions or use of the formal agenda placement process.
- Prior to the commencement of the meeting, individuals wishing to speak must complete a comment card, including their name, address, phone number, email address, and the topic to be addressed.
- Comment cards must be submitted before the conclusion of the Pledge of Allegiance.
- Speakers may not yield unused time to another individual.
- To promote broader community engagement, any individual who provides public comment at three consecutive board meetings on the same topic shall be ineligible to provide public comment at the next two regular board meetings.
- These provisions may be suspended by motion and a majority vote of the Board of Education at the specific meeting in question.
- Vendors are encouraged to contact the Superintendent or his/her designee to obtain guidance on the appropriate process before submitting a public comment to the Board of Education.
Virtual Comments
- The total time allocated for virtual public comments shall not exceed 15 minutes.
- Each submitted comment shall be limited to three minutes in length.
- Virtual comments shall be read aloud by the board president or designee.
- Comments must be submitted via email to meetingcomments@fergflor.org no later than 12:00 PM on the day of the board meeting.
Coordination and Follow-Up
- Individuals addressing the same topic are encouraged to designate a single spokesperson to maximize efficiency and reduce redundancy.
- The superintendent shall ensure that submitted comments and concerns are directed to the appropriate members of the district leadership team.
- If no response has been provided within five business days, individuals may follow up directly with the superintendent.
Compliance and Enforcement
This policy shall be administered in accordance with applicable state and federal laws. The board reserves the right to amend or suspend any provision of this policy by majority vote as circumstances warrant.
