FFSD Board of Education Equity Resolution
The Board of Education approved an equity resolution at its April 11, 2018 meeting. The resolution was the result of work over the previous year and will be the lens the Board and District uses to focus work in the coming years.
A Resolution to Adopt Equity as the Guiding Principle
In the Ferguson-Florissant School District
WHEREAS, the Ferguson-Florissant School District Board of Education is committed to the success of every student in each of our schools and to achieving our mission of ensuring that all students graduate ready for college, career, and life.
WHEREAS, we believe the responsibility for student success is shared broadly by District staff, administrators, instructors, communities, and families.
WHEREAS, we believe that it is the right of every student to have an equitable educational experience within the Ferguson-Florissant School District consistent with state and federal law.
WHEREAS, the concept of educational equity goes beyond formal equality—where all students are treated the same—to providing a barrier-free environment where all students, regardless of their race, social class, geographic location or other personal characteristics such as creed, color, religion, ancestry, national origin, age, economic status, gender, sexual orientation including gender expression or identity, pregnancy status, marital status, physical appearance, the presence of any sensory, mental or physical disability, or the use of a trained dog guide or service animal by a person with a disability, have the opportunity to benefit equally.
NOW, THEREFORE BE IT RESOLVED, the Ferguson-Florissant School District is focused on closing the opportunity gap and creating learning communities that provide support and academic enrichment programs for all students.

Goal 1
All board members will complete their required board training and engage in professional learning that is aligned with the new strategic plan.

Goal 2
The board will have a clear process in place to establish, adopt, and revise policies and outline the schedule for such.

Goal 3
The board shall create in conjunction with the superintendent, annual goals and measures of impact, in order to complete an annual evaluation, all while creating a clear timeline of the process.

Goal 4
The board will develop and implement clear guidelines to be used when
evaluating new or renewal of programs, in conjunction with developing a clear process for required program evaluations that includes a timeline of such.

What is Cumulative Voting?
The voting procedure used to elect school board members in the Ferguson-Florissant School District changed in 2019. Candidates are elected using cumulative voting. In cumulative voting, voters can cast as many votes as there are seats. With two open seats in the election, each voter has two votes to cast. Voters can cast both of their votes for one candidate or one vote each for two candidates. Has the voting system used to elect Board of Education Directors in the FergusonFlorissant School District changed?
Yes. Due to a ruling by the courts, the voting procedure used to elect school board members in the Ferguson-Florissant School District has changed. Board members are now elected using cumulative voting.

When did this change take effect?
This change took effect for the April 2, 2019 election. Board members were elected using cumulative voting.

Do any other districts in Missouri use cumulative voting?
No. This change is only for FFSD Board of Education elections.

Will I be able to vote every year for the School Board?
Yes. In FFSD, elections are staggered so that either two or three seats are up for election each year.
